Network Rail is the original worker skills passport, with over 140,000 operatives across the UK rail network using the system.
In this webinar we'll hear from Guy Wilmshurst-Smith as he tells the behind-the-scenes story. Why was a worker passport needed? How did it come about? What did it take to get it over the line? How was implementation? What was the impact?
We'll then hear from Guy about what kinds of organisation's should have a skills passport and what their first steps should be.
Meet the experts
Guy Wilmshurst-Smith was Head of Network Rail Training, leading a 500 strong team that to deliver learning services to Network Rail and the wider industry. More recently, he has founded GWS consulting to drive utilisation of technology for a safer and more commpetent built environment. He served in Network Rail for 15 years following 30 years in various roles within the Royal Engineers seeing tours across the world including the Arctic, Falkland Islands, Balkans, Belize, Kenya, Hong Kong, Iraq, Sudan and Afghanistan.

Jack Boon leads Causeway’s workforce team, bringing a deep understanding of the challenges and opportunities shaping the UK’s built environment. With cross-sector experience in rail, highways, utilities, construction, and FM, he offers a uniquely integrated perspective on workforce transformation. Jack has worked closely with organisations including Network Rail, National Highways, Thames Water, South West Water, Tier 1 contractors, and specialist suppliers. His insights are grounded in both strategic context and delivery realities. Combining sector expertise with a strong grasp of digital tools, Jack speaks compellingly on how workforce technology can unlock resilience, visibility, and long-term capability across a rapidly changing infrastructure landscape.
